Analyze impact of in-memory compression on planner index movement

    Description

      With in-memory compression now default enabled for indexes, we need to asses the impact it can create on planner index placement

      This includes cases such as

      a) impact on min memory calculation - for compressed indexes resident ratio would be higher with less memory_used.

      b) in mixed mode environment while moving an index to older version node which does not have compression enabled what should be done.

      etc etc
