[System Test] All eventing handlers stuck in undeploying state

    Description

      Test -

      -test tests/eventing/neo/test_eventing_rebalance_rbac.yml -scope tests/eventing/neo/scope_eventing_rebalance.yml

      Day - 1
      Cycle - 1
      Scale - 3

      Steps -
      Undeployment is requested for all handlers.

      [2022-01-04T01:53:40-08:00, sequoiatools/eventing:7.0:b1c084] eventing_helper.py -i 172.23.104.21 -u Administrator -p password -o undeploy

      Observation -
      All handlers are stuck in undeploying state.
      Eventing logs are filled with following error msgs.

      ns_server.eventing.log:2022-01-04T01:55:36.433-08:00 [Error] SuperSupervisor::GetDcpEventsRemainingToProcess [24] Function: sbm1_0 request didn't go through as Eventing.Producer instance isn't alive
