Verify scheduled index token is posted on all indexer nodes during index creation

The schedule index token is posted to metakv from one indexer. The other indexers may not get the replicated copy of that token.

This can lead to index getting lost.

It will be useful to verify the token being present on all indexers before successfully returning the create index request.
