Index creation with the same index name as dropped index is failing

Steps to reproduce:

1. Create a cluster with 3 nodes kv-query, index , index services.
2. create an index and identify the index node.
3. Failed over the index node and create index with same name.
4. Add back failed over node and check that only one index instance is there.
5. Add 2 new index nodes and rebalance in.
6. While the rebalance is going one, tries to drop index. Drop index should fail
7. After rebalance completes drop the index from UI.
8. Create an index with the same name
