[CV] Fix rest_api_tests test suite always collecting system logs

What needs to be done?
When adding a flag to disable system log collection that takes a lot of time, I forgot to make the rest_api_tests suite take that flag into account so it is still collecting those logs even with the flag.

We need to fix that.
