[UI][Server] Popup rebalance page timestamp is UTC while its report shows local time PST

    Description

      Install Couchbase server 7.1.0-2112 on Centos 7 servers.
      Create a cluster of 2 nodes. Rebalance. There is a pop up windows showing rebalance status.
      The timestamp on this popup windows is showing UTC while its report shows in local time (PST).
      Use Firefox 96.0.1 browser
