Eventing throughput test regressed in build 7.1.0-1264

Observed that throughput is decreased between 7.0.3 and 7.1.0 builds for multiple tests

 Seeing drop between 7.1.0-1053 and 7.1.0-1058 , I was not able to identify exact build as we are hitting some Memcached issue between these 2 builds
