    Description

      Steps to reproduce -

      1. Create 6 node cluster with 4 cbas and 2 KV nodes.
      2. Set cbas replica to 3.
      3. create cbas infra like datasets, dataverses and indexes.
      4. Actual number of replicas created will be 3.
      5. Now rebalance-out 2 CBAS nodes.
      6. while rebalance is happening, stop couchbase server on one of the cbas nodes that's still in cluster such that node is not CC node.
      7. rebalance fails as expected.
      8. Try accessing http://<cluster_master_ip>:8091/_p/cbas/analytics/cluster API, it gives "Unexpected server error"
