Building of 2 travel-sample indexes stuck, has negative pending mutations

      Build : 7.1.0-2281

      On a 2 node cluster with all services on Ubuntu20, I created and dropped all sample buckets a 3-4 times. Then I am seeing that a couple of travel-sample indexes are stucking in Building state. The pending mutations for these is -37845.
