[Backport to 7.0.4] Indexes Replica on Failed over node is not getting build when the node is added back with recovery

    Description

      This is a regression failure and test was passing until 7.1.0-1374 weekly run. It started failing somewhere after 1374.
      Steps to reproduce:

      1. Create a index with 2 replica in defer mode
      2. Failover an index
      3. Build the index using build command
      4. Added node back using recovery mode and rebalance
      5. Status of index replica on failed node is still created but earlier it used to move to ready state.
