Add an option to start magma with compactions disabled

During Magma::Open() we can defer the compactions running the background and allow the open process itself to use all the I/O bandwidth available. We have to add a config parameter to start magma with compactions disabled. After the db is opened, compactions can be enabled by using StartCompactions() API.
