[CBBS] AWS storage client does not honor the proxy environment variables

    Description

      What's the issue?
      The AWS storage client does not support the proxy related environment variables where it should (e.g. like the GCP client does).

      What's the fix?
      As we do in CBM, we should setup the HTTP client and correctly setup the 'ProxyFromEnvironment' behavior.
