Query Service has WARNING log on clean start up

    Description

      Problem
      The query service logs the follow warning, it has not even been used:

      2022-04-21T16:04:22.128+00:00 [Warn] certifcate location is missing.  Cannot refresh certifcate
      		 
      2022-04-21T16:04:22.136+00:00 [WARN] Changing GC percent from 0 to 200

      Expectation
      I would not expect any warning to be log on a total clean start up.

      Steps To reproduce
      Install RC4
      Configure a single node cluster
