Improve query temp space management

Currently we're using the util package to integrate with the existing query temp directory and quota used by GSI & FTS, and are not sharing the quota but rather applying the quota independently.

This improvement is to likely change the location of the temp space management and implement a mechanism whereby all consumers share in the available quota.
