Description
Problem
When a node misses a heartbeat the following message is logged:
[ns_server:debug,2022-06-02T09:52:22.169Z,ns_1@node-0006.cluster-a.couchbase.com:<0.20842.48>:auto_failover:log_down_nodes_reason:357]Node 'ns_1@node-0011.cluster-a.couchbase.com' is considered down. Reason:"The cluster manager did not respond for the duration of the auto-failover threshold. "

This is message is misleading as it has not yet reached the auto-failover threshold.
Expectation
For the logging to be true.
I have marked this as major as it has caught a few people out before.
