unable to access http://{}:8091/ after installing build 7.1.1-3135 on windows servers

    Description

      Some of windows performance runs failed because the runs can't access http://{}:8091/ after installing build 7.1.1-3135. The issue happened intermittently. 13 out of 30 runs hit the issue. I have collected the log from one node.
