Minor Description
During the upgrade from 6.6.x cluster to 7.1.1, observed the below warning all the time from 6.6.x nodes UI and rebalance button active.
Warning: Rebalance recommended, some data does not have the desired replicas configuration.

Steps to reproduce:
- Create a 2 node 6.6.1 cluster with sample buckets
- Upgrade node1 to 7.1.1 (to make it faster, offline upgrade)
- Login to Web Console from node2 (which is still running 6.6.1)
- You will see rebalance button as active (even after performing rebalance, it's always active) and gives the below warning about missing replicas which is not true.
Validating the same from upgraded 7.1.1 node returned the correct rebalance status.
