rpm/deb/windows installer should overwrite the init.sql file with the latest version

      Description

      it has happened few tiems that the user have changed some of the engine parameters in the init.sql file and then after upgrade things didn't work out ( e.g changed the wal mode )

      the upgrade/installer should overwrite the init.sql with the new one

        on windows, installer will remove the old version of init.sql and install new version.
        At the same time, mb-5358 fix will always honor the new directory which holds init.sql after upgrade.

        Reassign back to Steve for rpm/deb cases.

        also confirmed on rpm and deb, upgrading from 1.8.0r-55 to 1.8.1-839 does overwrite any hand-modified init.sql file with the latest version.
