Description
What's the issue?
We don't have any logic which stages the stats files for remote archives, this makes sense since they're not used, however, has the knock-on effect that they're not collected by 'collect-logs'. This also has the unintended side effect, that the stats files that exist locally will always be uploaded to S3, which is a little inefficient.
What's the fix?
These files should be staged, they will then be collected by 'collect-logs'.
