Switching Eventing and JS-UDF to go modules

Need to switch Eventing to go modules.
Need to switch JS-UDF to go modules - not sure if this is indepentent of Eventing switch to go modules. If independent, need to track this as a separate MB.

As per the team, this was attempted once earlier and resulted in some build errors. Due to release time pressure, the team left it for later.
