[CBM] [Stats] Investigate better methods of gathering/storing stats

What's the issue?

1. We gather stats in a format that's not compatible with tools such as prometheus/grafana
2. We store our stats in multiple formats (CSV/JSON)

What's the fix?
We should investigate whether we could store these in a better format (e.g. one that could be ingested directly by prometheus).

1. This would allow directly use of our stats
2. Might lock us in to a select sub-set of stats (e.g. we'd have to manually extend when we want new stats)
