[CX] Calibrate cost model for scan queries

We will run scan queries with various predicates with indexes on a subset of predicates. An index must not be chosen if the predicate is not very selective. We will run the queries with no index hints first and run them with various choices of indexes. In each case, we will check to make sure the non hinted version does not run slower than one of the hinted versions.
