Backup Service: Allow changing number of threads for cbbackupmgr in cbbs

    Description

      In the Backup Service, the users cannot control the number of threads cbbackupmgr runs with.  There have been cases where the automatically chosen number of threads for cbbackupmgr have not been optimal, and users would like to be able to choose the number of threads for the backup jobs.
