[C++20] Replace ThreadGate with std::latch / std::barrier

    Description

      Once we have upgraded our compilers to C++20 (see MB-49922), we can replace our custom ThreadGate class with std::latch / std::barrier.

      We can also replace our use of boost::barrier.
