Magma repeatedly performing file count compaction

    Description

      Stress test detected magma compaction looping constantly in case of very compressible docs were L4 < L3 using the stress test with this patch https://review.couchbase.org/c/magma/+/186169 .

      The command used to repro -

      ./magma/magma_stress --history-size 1048576000 --path stress --disable-ioerrors --num-compactors 0 --verify-needs-compact --num-scanners 0 --disable-crashes --enable-variable-batchsize --value-len 1024 --enable-variable-vallen --write-batch-size 10 --engine-config '{"MemoryQuota":104857}' --num-items 1000 --num-kvstores 1 --key-len 10 --num-writers 1
