Magma compaction spikes upon offline upgrade from 7.1 to 7.2

We observed a large spike in NBytesCompact and a drop in bloom filter memory usage in perf durability tests which use a 7.1 backup. Upon further investigation, the root cause is the drop in fragmentation config triggering a lot of compaction upon upgrade.
