[CDC] Drop the log level of error 'ERROR (default) MagmaKVStore::loadVBStateCache vb:546 failed. Rev:2 Status:NotFound'

    Description

      We are seeing lot of occurrences of MB-53016( ERROR (default) MagmaKVStore::loadVBStateCache vb:546 failed. Rev:2 Status:NotFound) in crash recovery and rollback tests. Have found this during 7.1.2 time frame as well and Ben Huddleston has already reduced log level in master branch, Request to do this for 7.2 as well.
