Project empty META() if not requested in a query

    Description

      Currently, we ignore adding the meta part if a query doesn't call META(). However, the meta part should always exist even if META() isn't called – to be consistent with the row format. In columnar format, if META() isn't called, the result should an empty object – as opposed to be not added at all.
