Magma rebalance-out time increases from 13 mins to 20 mins on build 7.2.0-5321

    Description

      The regression is reproducible. There are changes from cbas-core, cbgt, and kv_engine. The  cbas-core and cbgt change don't look like they will impact rebalance performance. I assign the ticket to the kv team.
