[7.2.1]: Upgrade plasma to Golang 1.20

    Description

      Golang 1.19 will go end-of-life in August 2023, so we need to move all of our components to the latest Golang 1.20.x in 7.2.1 if we can. This is also important as we may (are likely) to need to backport this work to the 7.1.x line at some point in the future.
