[CX] Long running queries can delay rebalance

    Description

      1. Currently, the rebalance of an Analytics collection needs to wait for queries involving the rebalanced collection (if such queries were started before the attempt to switch the metadata).
      2. As a rebalance of a cluster involves multiple services the Analytics rebalance operation might slow down the cluster rebalance operation.
      3. This is potentially surprising from a Capella/user perspective and so we should either
        1. find a way to avoid the wait or
        2. to notify the user/control plane to handle the scenario
        3. or ...
