Fix pausing/unpausing of index partitions

The current code that toggles partition states between unindexable and indexable, totally ignores if the updater is running or not. It needs to restart the updater if it's running.

Also, it restarts the compactor with an old group header, which doesn't contain the new state information. Compactor must be restarted with an updated group header.
