Improve stopping of the updater and cleaner processes

Have seen some cases where when attempting to stop the updater or cleaner process, the process had already finished and its exit message processed. This causes the stopping code to be blocked forever.

This change avoids that issue by monitoring as well those processes and log an explicit error message if the processes had already finished. This will make it easier as well to determine why they had already finished.
