Major Description
As per recent customer request, please add documentation on how to change the two quotas within a Couchbase cluster: server quota (changed via the couchbase-cli command) and bucket quota (best practice changed through the UI, also possible through couchbase-cli command)
Note that both of these changes are nondistruptive and can be done while the system is live. Add a cautionary note about reducing the bucket quota since it may impact the amount of data cached in RAM and therefore the performance of the system. Raising it not not have any impact.
