error handling on cbflushctl (renamed to cbepctl in 2.0) is not very good

      Description

      The command line tool cbflushctl/cbepctl fails poorly when there is a missing argument required. This is confusing, and makes it look broken. See:

        Marking as a duplicate of MB-6078.

        I am getting really tired of fixing bug related to this command line parsing. Our current scripts need a rewrite since their are a lot of places that can bring up errors due to how they were written. The bug I marked this as a duplicate of should fix a lot of these problems.
