collect and sample disk drain rate metrics directly from memcached

Currently the performance metric calculates average disk drain rate by sampling "drain rate" from ns server metric which is another sampling data over memcached's ep_diskqueue_drain. It is more accurate to populate the average disk drain rate by directly sampling ep_diskqueue_drain via cbstats over given period time and calculating the average delta.
