Move cbtransfer from bin/tools back to bin directory

On windows platform, cbtransfer will need to load libcouchbase-1.dll, which will in turn load other dlls such as libsnappy.dll, libstd-c++.dll, etc. It is preferred to put cbtransfer.exe at the same directory as other dependent dlls.
