[CBBS] Expose a metric for when tasks are skipped

    Description

      What is the problem?
      We have a number of metrics for the backup service, including backup_task_run. Currently that metric does not include times when a backup task was skipped as one was already being executed.

      This can be confusing because the UI says the task failed, which normally means it would appear in that metric. There is no metric specifically for skipped tasks

      What is the solution?
      We should either include it in backup_task_run or expose a new metric
