Add alert when a node does not have any swap configured

This will certainly be important for 2.0 as well, we should show a significant warning if there are any nodes in the cluster that do not have swap configured. We should also ensure that such an alert does not get too spammy if all 30 nodes of a cluster do not have swap configured.

Even better, perhaps we should put this in the config wizard and not allow a system to be setup if no swap is configured. And prevent it from being added to a cluster.

This is a pretty common practice in Amazon unfortunately, and if there aren't eyes specifically watching out for it, it will cause problems (see Linux OOM killer)
