[BP 7.2.5] - XDCR - Notify users of non-temporary error status codes

    Description

      When the target memcached responds with non-temporary error status codes (Eg: EINVAL), the replication gets stuck at a point and there is no way for the user to know in the UI about this. This MB is to address this to notify the user.

      Note that such situations are captured "xdcr_target_unknown_status_total" prometheus stat after the XDCR guardrails work in 7.6.0+, but not in 7.2.x
