[CBBS] Create script to automate repo creation

    Description

      Currently, there is no easy way to handle backup service repositories getting too big. While we have solutions targeted for future releases (MB-44863), but in the short term, a python script could be used to create and archive repositories, so when the script is used as a cron job, it would prevent any single repository from getting too big.
