Expose isBalanced via Prometheus

    Description

      Please expose the cluster's isBalanced status as a Prometheus metric. This should be a gauge using 0/1 to represent the boolean False/True.

      We should be sure to note in the metrics reference any cases where isBalanced is known not to be accurate.
