[BP 7.2.6] - XDCR - Improve logging in TopologyChangeDetector for debugging

    Description

      We see in production that, there can be stale target kv_vb_map in CheckpointSvc, but for some reason topologyChangeDetector is not detecting this and hence not restarting the pipeline. Therefore, checkpointSvc will keep holding the stale map and keep erroring out.

      This MB is to improve logging in TopologyChangeDetector to help debug such scenarios.
