XDCR- Restarting replication on the source cluster does not work, after issuing a reboot on destination cluster. No new data replicated to destination node.

Setup
-Create a unidirectional replication between two clusters(1:6) on a saslbucket

• Load 4M items on source cluster, expect 4M items to be replicated to destination cluster.
• Reboot node at destination. Replication halts.
• Delete replication from source. Create new replication from source to desination using the same cluster reference.

Error
Seeing no data replicated w/ the new replication setup.

Tried this a few times, but no data replicated.

• Seeing 10-12k ops/sec on destination - but there are no gets/sets/disk reads on this cluster.

• This is a regression, this worked as expected earlier.
