Very slow XDC changes queue and incorrect "docs_replicated" number on Source cluster on rebalances on source/destination clusters.

• Setup a unidirectional replication between 2 clusters 2:5.
• Replication is setup to replicate 1.8M items from source-> destination.
• Towards end of replication (1.5M items replicated), rebalance in 1 node at source, remove 1 node at destination.

• All 1.8M items are replicated on the destination.
• We expect the queue to grow and then eventually drop to zero, once all the mutations are completely replicated.

• All other activities - loading/rebalancing on the clusters are completely stopped. There is no other activity on either cluster.

On the XDCR tab -

• The changes queue grows small very slowly. Seeing all "gets" on the destination cluster.
• Documents_committed show 609K which is incorrect, it should show 1.8M expected.
• Sec committed is constant at 600 secs, which does not seem correct.
