RESTful flush should be disabled by default

    Description

      In 1.8.1, since we did not have a cluster-wide flush, cbepctl needed to be run on each node using (/opt/couchbase/bin/cbepctl localhost:11210 set flushall_enabled true)

      In 2.0, flush should continue to be disabled by default. Given the cluster-wide API, add a new "flushEnabled" config per bucket that can be enabled using REST.

      The flush button on the UI should be grayed out based on the config.
