Couchbase server package installer must verify the current setting for number of open descriptors

Per MB-7071, we encountered an incident where the max number of open file descriptors was set to 1024. This is way smaller than the current default setting of 10240 in the couchbase_init.d script. I think it would benefit for both users and system admins to notify that the setting is incorrect as part of post-installation verification.
