XDCR: possible regression in rebalance-in time

      Description

      Looking at recent results we observe evident regression in rebalance time. For instance, rebalance took 1h 30m during two last runs against build 1953.
      However issue only happens on our local VMs, on ec2 everything is rather stable.

      Plan:
      – try older builds again (1950, 1941, 1940)

        1952 - 1h 9m
        1941 - 1h 20m
        1940 - 1h 11m

        This is environment specific issue.
