Description
For online/offline upgrade the documentation suggests to shutdown couchbase before running cbbackup

In both the sections, documentation suggests users to shutdown couchbase and then perform Section 2.3.3 "Node Upgrade Process". While section 2.3.3 asks to use cbbackup which needs couchbase to be running on port 8091
e.g.
/opt/couchbase/bin/cbbackup http://10.3.3.95:8091 backups/backup-1 -u Administrator -p password -b saslbucket
