Minor Description
cluster run
steps:
1. cluster 2 nodes: localhost:9000 and locakhost:9001
2. start samples loading from UI
3. rebalance out localhost:9000 when samples are still loaded
result: samples were not loaded completely, logs do not contain any mention of it
Can we handle the situation when the samples are loaded and and to prevent a user to run rebalance at this time.
Note, that we 'Can not load samples during rebalance'
To point out this bug is Minor priority, as it does not cause any problems
